The Naval Facilities Engineering Services Center (“NFESC”) retained SEA to evaluate numerous facets of the Department of Navy (“DoN”) facility energy management program, including an on-site review of several alternatively financed energy projects throughout the country. SEA provided an independent assessment of the performance of these programs and developed guidelines for improvements where needed.
This evaluation includes a statistical analysis of the Navy’s DUERS database, correlating information for numerous Navy and Marine installations in the continental United States (“CONUS”) and several alternatively financed energy conservation projects. The final report includes a review of methodology, guidelines and processes for the planning, developing, executing and ensuring performance of energy projects. This is intended to focus on internally funded energy audits and ESPC/UESC projects. Also, SEA assessed emerging energy technologies, primarily involving alternate and/or renewable fuels, not currently in use for the DoN. This assessment involves the building construction industry and sustainable development processes to determine the optimal achievable life-cycle cost-effective investments for new construction. SEA reviewed Department of Energy, University, non-profit organizations and private industry energy (demand side) research and development efforts to forecast energy systems technologies that are anticipated in 3 to 5 years. Based on SEA’s superior performance on this project, NFESC rated SEA as “outstanding” (highest possible rating) in all 22 project performance evaluation categories.
