Federal-Utility Partnership Energy Conservation Projects

Site C-6, Eglin Air Force Base

Remote "Site C-6" is home to the USAF's 20th Space Surveillance Squadron. This complex is reported to be the world's largest phased-array radar station. It's mission is to continuously monitor satellite activity. The actual radar system can follow a baseball 20,000 miles away. Being a high level security system, it must never be deactivated. This presents interesting challenges when retrofitting its energy consuming systems. The complex consists of four buildings totalling over 200,000 gsf. As the energy conservation subconsultant for the electric utility which serves a portion of Eglin AFB, Choctawhatchee Electric Cooperative, Inc., (Chelco), SEA has provided technical & project development services covering various facilities on Eglin AFB in support of Eglin's efforts to implement energy conservation retrofit projects through ESPC and federal-utility partnerships. Specifically for Site C-6, SEA performed a preliminary energy audit, then detailed feasibility study, then engineering design, and finally supervised the retrofit construction of seven energy conservation measures (ECMs). These seven ECMs total over $1.3 million worth of feasible capital improvement projects, and have been measured as saving over 12% of Site C-6's annual energy cost.
