ESPC Program Technical Support
U.S. Air Force Civil Engineer Support Agency (AFCESA)
AFCESA serves as the global headquarters of the Air Force's Facilities Energy Program. Internally appropriated funds for energy projects are administered by AFCESA, as well as programs such as utility contracts, utility systems privatization and Energy Savings Performance Contracting (ESPC). SEA worked in direct support of AFCESA's administration of the Air Force's ESPC program by performing various task orders as needed. For example, through this support activity, SEA has significantly assisted in the writing & development of the Air Force ESPC Concept of Operations Handbook, which is intended to provide technical, contracting & administrative ESPC guidance to all Air Force energy program personnel, worldwide. As part of this endeavor, SEA exclusively wrote & developed guidance covering energy savings measurement & verification (M&V) of energy conservation retrofit projects, including the complete development of a technical training course which thoroughly covers M&V.
